If you look at the data, the Claybuster gives a lower pressure for the same amount of powder. If Hodgdon didn't specifically have Claybuster data it would be safe to use the WAA12sl data fot the CB 1100-12 per the instructions from Claybuster.

Your choice of powder is not the best for light loads. Check the online reloading guides for youth loads. A powder like Clays, XtraLite or 700-X will serve you better. Also, 7/8 or 3/4-oz of shot will give you less recoil.
